The School Board ensures the school community is involved in school planning and accountability.
We wish, therefore, to outline the various functions of the School Board and its relationship with the P&C Association to better enable you to be actively involved in your school.
Functions
- Primarily the School Board formulates the following aspects of the School Development Plan:
- A brief, but clearly expressed statement of the School’s Vision and Purpose.
- The education outcomes the school is seeking for students.
- The school priorities for our next planning cycle.
- Examines Performance Information in summary format i.e. School Annual Report, drawn from student and school performance data to determine the success in achieving the School Purpose.
- Views and endorses the School Budget.
- May initiate the need for the school to formulate a policy and ensures policies reflect the School Vision and Ethos.
- Endorse the school operation plan, business plan and workforce plan.
- Has the option of providing parent representation on local selection of the principal.
- To be an accountability and review body to ensure programs are in place and strategic plans are being undertaken.
The relationship with the P&C
- The P&C Association continues to provide financial and resource input to the school as deemed necessary.
- It also has the right to seek information and discuss matters which can then be passed on to the School Board for examination and possible inclusion in the School Development Plan and/or policy.
- The P&C can only make policy for itself – not for the school.
- P&C has the responsibility of providing a representative for the School Board and thus has an influence in the decision-making process.
- Both the School Board and the P&C need to have good communications and a friendly relationship to enable the school to meet its purpose and vision.
Who to approach when issues/ideas arise
The principal, associate principal and teachers are the contact when a concern is about individual children or teachers.

Jacki-Lee Munckton
CHAIRPERSON AND PARENT
A former Swanbourne Primary student, Jacki-Lee and her husband Simon joined in 2018. They have four children and look forward to many more years as part of the school community.
Jacki-Lee has held various leadership positions and is a graduate from the Australian Institute of Company Directors. Most recently, she was a Board Member for Celebrate WA and previously founded and directed her own business.
With over 20 years of experience working in multiple industries, Jacki-Lee is committed and passionate to apply her knowledge and expertise to help facilitate the best possible education and community for all facets of Swanbourne Primary.
Joanne Newhouse
PRINCIPAL
Joanne started her journey into Education with a Bachelor of Arts Psychology degree, Bachelor of Social Science, followed by her Teaching and then Master of Education degree.
Since becoming an Educator, she has held a variety of leadership positions within both the private sector and the Education Department in which she has brought the responsibility for long-term vision, innovation and strategic thinking that promotes positive relationship.
She believes in shared leadership with high expectations of all staff and students with orderly low-variance learning environments and a focus on what matters most – our students. Driven by a deep belief that every student is capable of successful learning, Joanne strongly believes in and models her expectations of collaboration and trust through daily interactions with staff, students, parents and the wider community.

Holly Nicholls
PARENT, P&C PRESIDENT AND BOARD REPRESENTATIVE
Holly Nicholls is a parent at the school and President of the P&C. She has two children currently attending with her third joining soon. Holly, along with other parents in the P&C is focused on enriching the Swanbourne Primary community for its families, children, teaching and office staff to make it the absolute best it can be.
Previously Holly was working for Royal Dutch Shell in the Netherlands in corporate communications then Malaysia in corporate and creative writing. Her background is in Marketing & Public Relations but in more recent years has made the pivot to a more creative scene in Interior Design.
Josh Valeri
BOARD SECRETARY AND PARENT
Josh Valeri is a member of the Swanbourne Primary School Board and serves as Board Secretary. He is a parent at the school and an active member of the Swanbourne Primary School P&C. Josh is also a volunteer with local sports clubs where his sons play, and values the strong sense of community that supports children’s development both in and outside the classroom.
Josh is the Asia Pacific Director of BTS Spark, the education practice of BTS, a global consultancy that works with organisations to develop leaders and strengthen capability. In this role, he works at a system level with education departments, school systems and organisations across the Asia Pacific region to support leadership development and improvement in education.
Josh has held senior roles in education and learning organisations and has worked across schools, universities and vocational education. He holds master’s degrees in Education Policy and Applied Linguistics.
Through his role on the Board, Josh is committed to supporting strong governance and helping Swanbourne Primary School continue to provide an excellent learning environment for its students.
Nic Kemp
DEFENCE STUDENT MENTOR
Nic joined Swanbourne Primary School in 2021 and has worked within the Department of Education for over 20 years in a dedicated support role. As the Defence School Mentor Nic proudly supports defences families and the many students we have here at Swanbourne helping them navigate the unique challenges that a defence lifestyle can bring.
Nic is deeply committed to the wellbeing, care and educational needs for the defence students ensuring they feel supported, connected and valued within the school community. She also provides pastoral care across the school and works closely with teachers to support students’ needs and enhance learning outcomes. Nic feels privileged to be involved a community like we have here at Swanbourne Primary School.
Claire Spencer
PARENT
Claire has two children at Swanbourne, in Pre-Primary and Year 4. After returning to Perth following ten years in Sydney, her family has spent the past year settling into the Swanbourne community and feels grateful to be part of such a welcoming school.
As the wife of a former Defence member, Claire has a strong understanding of the unique challenges defence force families can face when a member is deployed or on operations. She brings empathy, perspective and a genuine desire to support families.
Professionally, Claire has over 20 years’ experience in global sales and marketing strategy, working with well-known international brands. She brings practical commercial insight, clear communication and a collaborative approach to her role on the Board.
Claire is passionate about early education and believes strong foundations — academically, socially and through sport — help children build confidence, resilience and a love of learning. She looks forward to contributing to the continued growth and success of the Swanbourne community.
Jane Wyndham
PARENT
Jane and her husband Dane, live in Swanbourne and have two daughters who currently attend the school. Jane is a Certified Practicing Marketing and has previously held positions as the Head of Marketing and Community Relations for both MLC and Hale where she worked with the leadership teams to implement strategic initiatives enhancing school visibility and fostering positive community engagement.
Jane currently works for a commercial property company and heads up the marketing, communications and research teams. Jane looks forward to contributing her strategic marketing expertise and leadership experience to support the continued success and growth of Swanbourne Primary.
Natalie Briskey
PARENT
Natalie and her husband Jamie have three children attending Swanbourne Primary School, with the family involved in the school community since 2021. As a dedicated parent, Natalie is committed to supporting an inclusive and thriving environment for all students and families.
With 20 years of service in the Australian Defence Force (ADF), Natalie brings extensive military experience, including recent roles in Defence Force Recruiting. She has a deep understanding of the unique challenges faced by military families in school communities, such as frequent relocations, deployments, and transitions.
Natalie is eager to contribute her leadership, resilience, and perspective gained from her ADF career to the School Board, helping to ensure Swanbourne Primary continues to provide exceptional educational opportunities, strong community support, and positive outcomes for every child.
